NusaBali reports that the continuation of the seawall construction in the area of Pura Luhur Uluwatu (Uluwatu Temple), Pecatu Village, South Kuta, will definitely not take place this year. The project, previously scheduled to continue in 2026, failed during the tender process because the bidders did not meet the established requirements.
Anak Agung Rama Putra, Head of the Water Resources Division at the Badung Regency Public Works and Spatial Planning Agency (PUPR), confirmed the situation. He stated that the Badung Regency Government remains committed to addressing the cliff stability issues in the Uluwatu area; however, implementation must await the next budget cycle.
”The Regent is committed to continuing this work. However, it cannot be carried out this year,” he said on Wednesday, 02 September 2026.
According to the Official Badung Regency LPSE (Electronic Procurement Service) website, the project was tendered under the title: “Breakwater Construction – Capital Expenditure for River/Coastal Protection Structures and Natural Disaster Mitigation – Remediation of Cracked Cliffs at Uluwatu Temple, South Kuta District.” The planned work includes the addition and arrangement of tetrapods, the application of shotcrete to the cliff face, and the continuation of revetment construction.
The official, familiarly known as Gung Rama, stated that the tender for the project would likely only be reopened in 2028, as the process of drafting the 2027 budget ceiling is already underway.
”The input phase is already complete. After all, the 2027 budget is designed in September 2026 for its ratification,” he explained.
He added that the continued work would focus on reducing the impact of waves hitting the cliff. The remediation is planned to extend from the endpoint of the previous seawall construction toward Pura Batu Metandal.
”From the endpoint of the previous seawall to Pura Batu Metandal, the distance is around 700 meters,” said Gung Rama. Separately, Made Sumerta, a Badung Regional House of Representatives (DPRD) member representing Pecatu, stated that he had received information regarding the tender process for the seawall construction project.
He hopes the matter can be clarified through a joint evaluation. This would ensure that plans for the project’s continuation become clearer and remain aligned with the original design.
”An explanation is needed regarding whether the tender actually failed or if there were other reasons involved, as well as what the next steps will be,” he said.
According to Sumerta, an evaluation is crucial to determine the course of action if the construction cannot be completed this year, particularly regarding the previously allocated budget for the project. He indicated that he would raise the issue during working meetings or coordination meetings with the relevant parties.
”This way, the obstacles encountered and the necessary next steps can be clearly identified,” he added.
