Amankila Resort in East Bali to Close for Three Months’ Renovation

Amankila Resort to Suspend Operations for 3 Months; Karangasem Risks Losing IDR 6 Billion in Local Revenue

RadarBali reports that local tax revenues for the Regency of Karangasem in East Bali will suffer an estimated shortfall of Rp 6 billion during a planned three-month closure of the Amankila Resort – one of Bali’s leading luxury seaside resorts situated in the subdistrict of Manggos.

The projected shortfall in tourism tax revenues was tabled during a working visit by Special Committee I (Pansus I) of the Karangasem Regional House of Representatives (DPRD) to Amankila Resort on Tuesday, 13 October 2026. The Parliamentary delegation, led by Deputy Chair of Special Committee I, I Made Ruspita, met with the Resort’s management.

The delegation was accompanied by the Regional Financial and Asset Management Agency (BPKAD) and the Regency’s Tourism Office. The delegation traveled to The Amankila to seek input on ways to boost additional revenue from the Karangasem Regency’s hotel and restaurant sector.

I Made Ruspita, Deputy Chair of Special Committee I, noted that the Amankila Resort has consistently been the largest contributor of tax revenues from the hotel and restaurant sector in Karangasem. “Amankila’s contribution to local revenue ranges from Rp 1 to 2 billion per month,” Ruspita stated.

However, the resort’s management plans to suspend operations for three months to facilitate the construction of 9 to 11 new rooms and other new facilities, a project scheduled to run from October 2026 through January 2027. The closure is intended to speed up construction and avoid disturbing any paying in-house guests.

Ruspita added that the temporary suspension of operations could reduce Karangasem’s local tourism revenue by Rp 6 billion. “Now, our collective task is to figure out how to compensate for that potential loss. If we lose Rp 6 billion, but can generate Rp 10 billion in revenue from other potential sources, that would be a positive outcome,” explained Ruspita.

According to Ruspita, the planned closure warrants serious attention, especially as the local government strives to increase its locally generated tax revenues (PAD). Special Committee I (Pansus I) will coordinate with the Regional Financial and Asset Management Agency (BPKAD) to find breakthroughs that would allow other sectors to offset the affected revenue potential.

”We shouldn’t rely on just one sector; the focus now must be on tapping into the potential of other sectors,” Ruspita stated.

Meanwhile, the Head of the Karangasem BPKAD, I Nyoman Siki Ngurah, explained that the local government has prepared concrete steps to anticipate the impact of the Resort’s temporary closure. One such measure involves ensuring the registration of new taxpayers, particularly within the hotel, restaurant, and entertainment sectors.

“We already have the data needed to ensure tax obligations (of the new taxpayers) are met,” Siki said.

The Regional Financial and Asset Management Agency (BPKAD) will also tighten oversight to ensure that actual transactions align with the tax reports submitted by taxpayers, particularly in strategic areas and at large hotels.

Coordination with taxpayers will be enhanced to verify that the  reported transaction values match actual conditions on the ground. “We hope for improved taxpayer compliance,” he added.

He also noted that in the 2026 Revised Regional Budget (APBD Perubahan), the local government is targeting an increase in Locally-Generated Revenue (PAD) of Rp 26 billion, with about Rp 12 billion of that coming from the tax sector.

Meanwhile, the revenue target for the Tax on Certain Goods and Services (PBJT)—which encompasses the hotel, restaurant, and entertainment sectors—is projected to rise to Rp 168 billion in the 2026 Revised Regional Budget.
