BaliPost reports that a panel of judges at a sitting of the Denpasar State Administrative Court (PTUN-Denpasar) heard case 17.G/2026/PTUN.A case filed by PT Indonesia Kaishi Tourism Property Investment Development Group against the Head of the Civil Service Police (Kasatpol PP – Kepala Satuan Polisi Pamong Praja) has been ruled in favor of a group of Chinese investors.
Sitting in an electronic online proceeding on Thursday, 03 September 2026, the panel of judges headed by Aditya Permata Putra, and joined by Judge Ryan Surya Pradhana and Judge Ulfa Septian Dika – were adjudicating an action brought by the plaintiffs, a Chinese investment group, against the provincial enforcement authority (Satpol PP) in the matter of the construction of a large outside glass lift situated at Kelingking Beach at Nusa Penida.
The Decision of the PTUN-Denpasar ruled in favor of the Chinese investors of PT Indonesia Kaishi Tourism Property Investment Development Group. The judges also rejected and invalidated a letter (Nomor B.22.300.1/11634/Bid.II.Satpol PP Tanggal 27 November 2025) sent by the KaSatpol to Zhang Zhiliang, the Director of PT Indonesia Kaishi Tourism Property Investment Development Group.
The PTUN ordered and directed the KaSatpol PP to officially withdraw its letter dated 25 November 2025 ordering the halt to the construction and demolition of the controversial 182-meter-high glass lift at Kelingking Beach. The Provincial Enforcement Authority (SatPol PP) was also ordered to pay court costs of Rp 11,988,000.
At this stage, neither the SatPol PP nor the Chinese Investment Group has issued a formal public statement commenting on the PTUN ruling.
PT Indonesia Kaishi Tourism Property had petitioned the PTUN to nullify the written order issued by the KaSatpol PP to Zhang Zhiliang, in his capacity as Director of the Chinese investment Group, to cease construction of the glass lift and restore the iconic cliffside to its original natural state.
In ordering the withdrawal of the Satpol PP’s letter ordering the investor to cease construction and pay court costs, the PTUN has apparently paved the way for PT Indonesia Kaishi Tourism Property Investment Development Group to proceed with the construction of the 182-meter lift meant to transport tourist visitors from the cliff’s edge to the beach below.
