The Indonesian Directorate General of Immigration is issuing “Forced Circumstances Stay Permits” (ITKT) to foreign nationals temporarily stranded in Indonesia due to flight disruptions caused by the continuing eruption of Mount Anak Krakatau
As reported by NusaBali and the State News Agency ANTARA, Director General of Immigration Hendarsam Marantoko confirmed that immigration authorities are issuing ITKT permits as a public service for foreign nationals in Indonesia inconvenienced by the unfolding natural disaster. As a further facilitation, Indonesian immigration is also waiving overstay penalties and fines for visitors who have exceeded their visa term due to the force majeure situation.
Hendarsam said Indonesian immigration is adopting a humanitarian approach during the current emergency. According to him, the government is providing legal certainty so foreign nationals need not worry unduly while waiting for flights to resume normal operations.
Between September 5 and 7, 2026, the eruption affected 528 flights. Specifically, 254 arrival flights and 266 departure flights were canceled. These disruptions affected some 86,760 passengers.
As of September 7, 2026, the Soekarno-Hatta Class I Special Immigration Office (TPI) had processed 26 ITKT applications from affected foreign nationals. To streamline services, the office added an extra counter, bringing the total number of ITKT service counters to two.
In addition to Soekarno-Hatta, several other immigration offices offer ITKT permits. The Central Jakarta Immigration Office handled five applications; North Jakarta, four; Depok and South Jakarta, two each; while Ngurah Rai, Juanda, Bekasi, and Tangerang each handled one application. The ITKT is valid for up to 30 days and can be renewed under applicable regulations. “Foreign nationals or airline representatives simply need to submit an official letter or statement from the Civil Aviation Authority, the airline, or the airport authority, along with travel documents and a visa or residence permit,” said Hendarsam.
”In emergency conditions like this, the service function becomes a priority—particularly to assist foreign nationals facing travel disruptions—ensuring they receive certainty and accessible immigration services in accordance with applicable regulations,” Hendarsam explained.
