
As reported by NusaBali, plans to construct an underpass at the Tohpati Interchange in Denpasar, Bali, now await a formal budget allocation from Indonesia’s Central Government that will permit construction to commence in 2027.
The Secretary for Public Works and Zoning (PUPR) for the City of Denpasar, Putu Tony Marthana Wijaya, has stated that the Tohpati Underpass Project will be funded from the national budget (APBN) and will be built under the direct supervision of national officials.
Bali Provincial involvement will be largely limited to technical planning and the Detail Engineering Design (DED).
Only once the final Detail Engineering Design is completed, will the project’s need for additional land area will be known.

The need for the Tohpati Interchange underpass has been identified as a solution to traffic congestion in East Denpasar, where traffic to and from Denpasar, Gianyar, Klungkung, Karangasem, the Ida Bagus Mantra Highway, and Ngurah Rai Bypass all converge. Because of this traffic convergence, gridlock at the Tohpati interchange is commonplace.
In addition to an underpass at the Tohpati Interchange, plans are also under consideration for the Jalan Gatot Subroto-Jalan Cokroaminoto intersection. Another possible site mentioned for a future underpass construction is in Jimbaran.
