
Kompas reports that the Ministry of Marine Affairs and Fisheries (KKP) aims to absorb 25,000 workers through the completion of the expansion project for the Pengambengan National Fishing Port (PPN) in Bali.
”Just how significant will the labor absorption be if this [PPN] is developed properly? It is predicted to be around 25,000 people,” said the Minister of Marine Affairs and Fisheries Wahyu Sakti Trenggono during the groundbreaking ceremony for the Pengambengan National Fishing Port (PPN) expansion held on Tuesday. 29 September 2026.
Trenggono urged the Governor of Bali to ensure residents are given priority for the resulting jobs. “The people working here should be Balinese. It shouldn’t be people coming here from Java; it must be Balinese people so they can secure good jobs and receive proper training and education,” Wahyu insisted.

The increase in labor absorption stems from the fact that, once expanded, PPN Pengambengan will be able to accommodate more vessels for docking and loading-unloading operations—increasing capacity from the current 1,273 vessels to 1,600. With the rising number of docked vessels, fish production is also projected to increase from 61,300 tons per year to 124,000 tons per year. Naturally, this rise in production volume will necessitate a larger workforce within the port area.
Bali Governor I Wayan Koster is also confident that the expansion of PPN Pengambengan will generate significant economic benefits for the region. “The Minister is the one who brought this extraordinary program to fruition—a first and the largest of its kind in Indonesia. It will boost Bali’s economic value and improve the welfare of fishermen, while also enhancing the entire fisheries sector, from upstream to downstream,” stated Koster.
Consequently, Koster hopes that the development of the Pengambengan National Fishing Port (PPN) proceeds smoothly. This national strategic project is targeted for completion within the next three years.
