TRIBUN-BALI reports that AirNav Indonesia and The Boeing Company have reached a preliminary agreement in the form of a Letter of Intent (LOI)  to study how to optimize aircraft movement operations at I Gusti Ngurah Rai Airport, Bali.

AirNav Indonesia’s President Director, Capt. Avirianto Suratno, and Boeing Indonesia Managing Director Indra Duivenvoorde signed the LOI at the Sheraton Jakarta Soekarno-Hatta Airport Hotel in Tangerang on Tuesday, 15 September 2026.

​Also present at the signing were AirNav Indonesia’s Director of Operations, Setio Anggoro; Director of Engineering, Zainal Arifin Harahap; Director of Human Resources and General Affairs, Didiet K.S. Radityo; and Director of Finance and Risk Management. Oskar Syahbana.

AirNav Indonesia’s President Director, Capt. Avirianto Suratno, said the study aims to identify opportunities to reduce ground-level aircraft movement congestion while simultaneously increasing runway utilization capacity.

​The analysis involves mapping current operational conditions and testing them through modeling using the Total Airspace and Airport Modeler (TAAM).

​”We are examining not only current operational conditions but also various options that could enable more efficient aircraft movement. Each option will be tested through modeling and simulation to ensure that a solid analytical foundation backs the resulting recommendations,” said Avirianto.

​This LOI follows a Memorandum of Understanding (MoU) signed by AirNav Indonesia and Boeing in 2023, which established a framework for cooperation in airspace management, training, and strategic air traffic management planning.

​He added that the initial stage of the study involves operational modeling using a TAAM Baseline Model to represent current operational conditions at I Gusti Ngurah Rai International Airport.

​The model utilizes a 24-hour flight schedule that reflects the airport’s normal actual operations.

​The modeling encompasses both “east flow” and “west flow”—two operational configurations based on the direction of aircraft movement. The modeling results will consist of operational statistical data and four-dimensional (4D) visualizations.

AirNav Indonesia and Boeing will also conduct on-site observations at I Gusti Ngurah Rai Airport alongside Subject Matter Experts (SMEs) specializing in air traffic control, airport operations, airlines, ground handling, and airport planning.

​These observations may cover areas such as the ATC tower, terminal radar facilities, ground handling operations centers, airline operations centers, airport planning and development units, and the airside area.

​Once AirNav Indonesia validates the baseline model using its operational data, both parties will develop alternatives to improve operations.

​These alternatives will address layout, ground movement procedures, taxiway and aircraft parking area use, and movement sequencing and coordination.

​“These alternatives will subsequently be tested via TAAM simulation. Boeing is expected to model up to three scenarios to evaluate the performance of each option before implementation is considered,” added Avirianto.

​He noted that the modeling would also incorporate at least two additional schedules representing projected traffic growth.

​Each scenario will be tested against two directions of aircraft movement flow, based on mutually agreed-upon operational assumptions.

​The modeling and simulation results will form the basis for recommendations to improve aircraft movement operations at I Gusti Ngurah Rai Airport.

​Meanwhile, Indra Duivenvoorde, Managing Director of Boeing Indonesia, added that this collaboration combines Boeing’s global expertise in aircraft performance and air traffic management with AirNav Indonesia’s operational experience.

The study aims to develop practical, data-driven methods to improve traffic flow and runway utilization while supporting safe, efficient, and sustainable aviation in Bali.

​“We view Indonesia as one of Asia’s largest aviation markets and remain committed to our partnership with AirNav Indonesia and the national civil aviation industry,” Indra stated.
