RadarBali reports that despite initially resisting the idea, Bali’s Governor Wayan Koster has decided to implement a “Work from Home (WFH) Policy” for three days, from October 15 to October 17, 2026.
The Provincial Administration of Bali introduced this remote-work policy to ease the effects of Bali’s ongoing fuel shortage, with long queues and long wait times persisting at many gasoline stations (SPBU) across Bali on Wednesday, 14 October 2026.
The government adopted this remote-work policy because the fuel shortage has not yet improved, with vehicle queues persisting at various public fuel stations (SPBU) as of Wednesday, 14 October.
Governor Koster justified the emergency WFH measure until fuel distribution in Bali returns to normal. The government announced the new measure after a coordination meeting between the Provincial Administration and the President Director of the State Oil Company Pertamina on Wednesday afternoon, 14 October 2026.
”Based on the agreement reached with the President Director of Pertamina this afternoon, we are implementing a WFH policy for October 15–17, 2026,” Koster said on Wednesday.
Earlier, Governor Koster held a coordination meeting with the President Director of Pertamina at the Pertamina Sanggaran Office in Denpasar on Tuesday, 13 October 2026, starting at 4:00 pm and lasting into the evening. The meeting resulted in several agreements to accelerate fuel distribution, particularly in Denpasar, Badung, Gianyar, and Tabanan.
”A scenario was agreed to accelerate fuel distribution from the Manggis and Sanggaran Depots to fuel stations in the Denpasar, Badung, Gianyar, and Tabanan areas,” Koster explained. One measure agreed at the meeting is to continue, for the time being, 24-hour operations at fuel depots and gas stations (SPBU). Pertamina is also increasing its workforce to speed up fuel delivery from depots to gas stations. The Bali Provincial Police will support distribution with police escorts for the tanker trucks.

Governor Koster also hopes for support from the TNI (Indonesian National Armed Forces) and Polri (National Police) to facilitate distribution queues and fuel services for the public. This support includes deploying TNI personnel to gas stations, as well as traffic management and distribution route security provided by the police.
”Today, we have requested assistance from the Udayana Military Commander to deploy TNI personnel at gas stations, and from the Bali Provincial Police to handle traffic management and secure the routes leading to the gas stations,” Koster said.
Governor Koster noted that in a previous meeting, Pertamina had agreed to accelerate fuel distribution starting Wednesday, 14 October 2026. However, as queues persist at several gas stations, efforts must continue to expedite the recovery of the distribution process.

Work from Home
Regarding the implementation of Work-From-Home (WFH) arrangements, the Bali Provincial Government issued a circular memorandum (Letter Number B.39.000.8/48412/TLK/, dated October 14, 2026) on adjusting work systems using WFH protocols. This WFH policy applies to vertical agencies, provincial and regency/city governments, state-owned enterprises (BUMN), and regional-owned enterprises (BUMD) in Bali.
Although a work-from-home (WFH) system is being implemented, Koster has ensured that public services involving direct interaction with the community, emergency services, and security operations will continue to be carried out from the established offices. Meanwhile, all public and private educational institutions must conduct learning activities online from October 15–17, 2026, while ensuring the teaching and learning process remains effective.
These adjustments to the work system must still guarantee the smooth functioning of government administration, the achievement of performance targets, and continuity of public services. Through coordination with Pertamina and support from all relevant stakeholders, the accelerated distribution of fuel is expected to eliminate queues at gas stations (SPBU) soon. At the same time, government operations and public services continue to function optimally.

In addition to implementing WFH, Governor Koster is also pushing for the acceleration of fuel distribution by gradually transitioning fuel depots and gas stations to 24-hour operations, increasing Pertamina’s operational staff, and securing support from the Indonesian National Armed Forces (TNI) and the National Police (Polri) to facilitate fuel deliveries and manage traffic around gas stations.
