The Denpasar Administrative Court (PTUN)<\/em> ruling in favor of the PT Indonesia Kaishi Tourism Property Investment Development Group<\/em> over the Provincial Administration of Bali does not mean that the Chinese investors constructing the controversial 182-meter glass lift on Nusa Penida can immediately resume construction.<\/p>\n \u200bAs reported on BaliDiscovery – In Kelingking Beach Glass Lift Suit, Judges Rule in Favor of Chinese Investors – the Denpasar Administrative Court (PTUN-Denpasar)<\/em> on 03 September issued a decision in favor of the Chinese investors, rejecting orders from the Province to halt construction in the cliff-side lift and ordered the Province to pay all court costs,<\/p>\n \u200bIn continuing coverage of the case by BaliPost<\/em>, the Civil Service Police (Satpol PP \u2013 Satuan Polisi Pamong Praja)<\/em> and the Special Committee of the Bali House of Representatives on Zoning and Permits (Pansus TRAP)<\/em> have confirmed that they will pursue legal steps and demand that several legal prerequisites be met before construction on the glass lift can resume.<\/p>\n \u200bThe Provincial Chief of Satpol PP,<\/em> I Dewa Nyoman Rai Dharmadi, explained that the process to stop the project still has legal steps that can be pursued and that the PTUN decision<\/em> will now be appealed.<\/p>\n \u200b\u201cThe road is still long; there are appeals that can be filed. New litigation and counter-litigation are normal and to be expected in the legal process, said Dewa Dharmadi on Saturday, 05 September 2026. The Province of Bali<\/em> will take the next legal steps to halt the construction of the glass lift, which it views as damaging the natural beauty and conservation of the Kelingking Beach Cliff Side.<\/p>\n \u200bCommenting further, the Deputy Secretary of the DPRD Special Committee (Pansus TRAP),<\/em> Dr. Somvir, pointed out that the Provincial Government<\/em> still has the opportunity to challenge the decision handed down by PTUN-Denpasar.<\/em> Dr. Somvir said that as long as the appeal process is in progress, the PTUN<\/em> decision does not yet have the final force of law and, as a result, construction of the lift cannot continue.<\/p>\n \u200bMeanwhile, Somvir, as the chairman of the Democrat-NasDem Faction<\/em> at the DPRD Bali, said it<\/em> has wide-ranging implications beyond any administrative issues with the Provincial Administration, but also impacts other areas including the Island\u2019s zoning, environment, safety, and the manner in which permits and licenses are issued.<\/p>\n \u200bWhat\u2019s more, said Somvir, the half-built glass lift is situated in a unique geographical formation that is at particular risk of natural disasters.
