{"id":643,"date":"2026-08-09T10:34:00","date_gmt":"2026-08-09T10:34:01","guid":{"rendered":"https:\/\/wlbrs-catalog.ru\/?p=643"},"modified":"2026-08-09T10:34:00","modified_gmt":"2026-08-09T10:34:01","slug":"bali-closes-foreign-investment-in-18-business-sectors","status":"publish","type":"post","link":"https:\/\/wlbrs-catalog.ru\/?p=643","title":{"rendered":"Bali Closes Foreign Investment in 18 Business Sectors"},"content":{"rendered":"<p><img decoding=\"async\" class=\"aligncenter\" src=\"\/wp-content\/uploads\/2026\/08\/bali-closes-foreign-investment-in-18-business-sectors-e5e9cf3.jpg\" alt=\"Bali Closes Foreign Investment in 18 Business Sectors\" \/><\/p>\n<p class=\"wp-block-paragraph\"><em>\u200bKompas<\/em> and the <em>State News Agency ANTARA<\/em> report that the <em>Bali Provincial Government<\/em> has declared 18 business sectors are now officially closed to <em>foreign direct investment (FDI).<\/em> The ban on foreign investment applies to <em>micro, small, and medium enterprises (MSMEs)<\/em>, where provincial authorities view foreign investment as \u201cunfair business competition.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u200bInvestment in the designated 18 \u201cno-go\u201d sectors of the economy is now disabled from accessing the <em>Online Single Submission (OSS) System<\/em> under the <em>Indonesian Standard Industrial Classification (KBLI) <\/em>system that fall into the <em>\u201clow and low-medium risk categories.\u201d<\/em><\/p>\n<p class=\"wp-block-paragraph\">\u200bThe change in policy stems from the Bali Provincial Government&#8217;s evaluation of<em> FDI <\/em>business licensing. Their evaluation revealed indications that foreign investors were exploiting the risk-based licensing system to enter business sectors that had traditionally been the exclusive domain of local communities.<\/p>\n<p class=\"wp-block-paragraph\">\u200b&#8221;The Bali Provincial Government&#8217;s licensing evaluation team identified indications that investors were misusing the risk-based business licensing system to enter sectors closely linked to <em>MSMEs,<\/em>&#8221; Governor Koster announced on Thursday, 23 July 2026. According to Koster, some foreign investors exploited loopholes in the <em>OSS System<\/em> by registering businesses under low-risk categories, which require only a <em>Business Identification Number (NIB)<\/em>. This scheme allows business operators to obtain permits automatically, without the complicated obligations of securing standard certification or additional permits.<\/p>\n<p class=\"wp-block-paragraph\">\u200bKoster said these <em>\u201cloopholes\u201d<\/em> enabled some <em>FDI<\/em> entities to enter business sectors that directly overlap with <em>MSMEs<\/em>, with some even operating via virtual offices. &#8220;This situation has the potential to create unfair business competition and place significant pressure on the viability of local businesses\u2014particularly MSMEs\u2014in sectors that ought to be fostering partnerships with cooperatives and MSMEs,&#8221; he stated.<\/p>\n<p class=\"wp-block-paragraph\">\u200bAfter receiving approval from the <em>Minister of Investment and Downstreaming\/Head of the Investment Coordinating Board (BKPM)<\/em>, the <em>Bali Provincial Government <\/em>immediately blocked<em> OSS access<\/em> for the designated 18 business sectors. The restricted sectors include:<\/p>\n<ul class=\"wp-block-list\">\n<li>Small-scale hotels<\/li>\n<li>Real estate (Owned or Leased Real Estate)<\/li>\n<li>Car and motorcycle rental<\/li>\n<li>Retail trade of clothing and textiles<\/li>\n<li>Food trade<\/li>\n<li>Accommodation services<\/li>\n<li>Drinking establishments (bars) or cafes<\/li>\n<li>Tailoring services<\/li>\n<li>Fitness centers<\/li>\n<li>Traditional medicine shops<\/li>\n<li>Sports facilities<\/li>\n<li>Sports event promoters<\/li>\n<li>Industrial management consultancy services<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">Koster confirmed the new <em>OSS access restrictions<\/em> have been in effect across Bali since the third week of May 2026.<\/p>\n<p class=\"wp-block-paragraph\">\u200bUnder the revised investment policy, <em>foreign investors (PMA) <\/em>can no longer apply for new business licenses via the <em>OSS System<\/em> for the designated 18 sectors until further notice.<\/p>\n<p class=\"wp-block-paragraph\">\u200bHowever, companies already in operation remain required to submit <em>Investment Activity Reports (LKPM)<\/em> until the relevant <em>KBLI (Standard Industrial Classification) Codes <\/em>are deactivated or removed from the licensing system.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter\" src=\"\/wp-content\/uploads\/2026\/08\/bali-closes-foreign-investment-in-18-business-sectors-4e3e0da.webp\" alt=\"Bali Closes Foreign Investment in 18 Business Sectors\" \/><\/p>\n<p>Bali Governor Wayan Koster    <\/p>\n<p class=\"wp-block-paragraph\">\u200bKoster emphasized that the local government would take firm action against any licensing violations.
