The Denpasar Public Order Agency (Satpol PP)<\/em> is reportedly overwhelmed by large hordes of young men, typically wearing only shorts, whose half-naked bodies are lathered with silver paint, who stand at busy intersections in Denpasar, Bali, holding tin canisters asking passing motorists for \u201cdonations.\u201d<\/p>\n

\u200bDespite daily enforcement, authorities are involved in an endless cycle of apprehending the \u201csilver men<\/em>\u201d who are taken to a nearby location, given soap and water, and ordered to scrub off the silver paint. A short time later, the men have repainted their skins and are back on the street.<\/p>\n

\u200bQuoted by NusaBali<\/em>, the Head of Denpasar City Satpol PP<\/em>, AA Ngurah Nendra, said on Friday, 22 May 2026, that his agency is limited to enforcing Regional Regulations (Perda)<\/em> and controlling those who disturb public order in public spaces. Adding:”The Satpol PP is in the field apprehending violators who disturb public order. Once apprehended, these social violations should be referred to the city or provincial Social Services for guidance.\u201d<\/p>\n

\u200bAccording to Nendra, many people mistakenly  believe that the issue of “silver people” <\/em>and homeless people is the sole responsibility of the Satpol PP<\/em>. In fact, further treatment, such as social rehabilitation, mental health development, and job training, falls under the authority of various social agencies.<\/p>\n

\u200bIn the field, the Denpasar Public Order Agency (Satpol PP)<\/em> conducts almost daily raids against “silver men”<\/em> at several intersections and high-traffic areas of the capital. On Thursday, 21 May 2026, officers apprehended two “silver men ” <\/em>in the Gatot Subroto-Cargo Buluh Indah area of \u200b\u200bWest Denpasar and the Tohpati traffic light in East Denpasar. Meanwhile, on Friday, 22 May 2026, officers apprehended another “silver man\u201d <\/em>at the Pidada-Bung Tomo intersection in North Denpasar.<\/p>\n

\u200bHowever, after data collection and temporary handling, some of them were found operating on the streets again. This situation forced Satpol PP officers<\/em> to repeatedly conduct raids in the same locations.<\/p>\n

\u200b”Netizens often see beggars and assume Satpol PP isn’t working. But we are constantly on the ground. After arresting beggars, there should be comprehensive subsequent guidance from the Social Services,” he stressed.<\/p>\n

\u200bNendra said that the Public Order Agency (Satpol PP) <\/em>has limited authority in handling people with social problems. They cannot place them for long periods due to limited shelter facilities and handling regulations.<\/p>\n

\u200bNendra believes an integrated development model is needed from regional and provincial governments, so the management process does not stop at discipline alone. He believes that the existence of foster homes with development programs and job training could be a solution that provides a deterrent effect while fostering independence.<\/p>\n

Nendra cited the example of the management model in Surabaya, which has a foster home for beggars and people with other social problems. “In Surabaya, there is a foster home for housing of up to three months. People are provided with guidance, job training, environmental cleaning tasks, and routine activities. So, there is a deterrent effect in combination with community development,” he said.<\/p>\n

\u200bFurthermore, he said the Satpol PP <\/em>is also pushing for the strengthening of minimum service standards (SPM)<\/em> in the social sector at the provincial and district\/city levels. Without a clear development system, social problems in urban areas can be expected to continue to increase. “If there is no SPM, there is no development. This social ill in society must be addressed seriously,” he added.<\/p>\n

\u200bHe also highlighted the large number of people with social problems who are from outside Bali. In these cases, he hopes the provincial government can facilitate a repatriation process through cross-regional coordination. “If they are from outside the region, we should request a recommendation from the province for their return to their area of \u200b\u200borigin,” said Nendra.<\/p>\n
